The House of Representatives passed a bill this week that changes the U.S. Copyright Office structure. It removes oversight from the Library of Congress and shifts powers to the Register of Copyrights. Many see this as a harmful move.

Earlier this week the House used a voice vote to approve H.R. 6028, called the Legislative Branch Agencies Clarification Act. Lawmakers presented the measure as a simple reorganization of government offices. In truth the bill makes major changes to how the Copyright Office works.

The new law takes away the Library of Congress role in supervising the Copyright Office. It also moves several key powers straight to the Register of Copyrights. This shift could reduce checks on the office and change how copyright rules are handled across the country.

Critics warn that the quick passage leaves little room for public input. They fear the changes may favor certain interests and weaken protections for creators. The bill now moves to the Senate for further review.
